Dr. William Singer, Ph.D. is a National Board-certified, PhD. level clinician in the State of Washington, National Board-certified Marriage and Family therapist, having received his Ph.D. in Counseling Psychology from APA approved, Oregon State University. His Master’s degree is in child development/testing and measurements, from the University of Puget Sound. His practice spans 45 years, counseling families, couples, individuals and children. Dr. Singer was originally Court appointed as a Title 26 Guardian ad Litem (GAL) for King County Superior Court in 1980. He is a member of the Association of Family and Conciliation Courts, dedicated to improving the lives of children and families through the resolution of family conflict. Dr. Singer serves NBCC (National Board for Certified Counselors), as a “Doctoral Fellowship Mentor” since 2015, and is a Washington State, Certified by DSHS, treatment program provider for (DVIT) Domestic Violence, as Executive Director/owner of NWEC (Northwest Evaluation Center). He is a National Board-Certified Forensic Counselor, member of the National Association of Forensic Counselors, and a Doctoral Level Board Certified Addictions Counselor (DAC), serving the Courts as GAL, Parenting Evaluator, Mental Health evaluator, with Court-ordered monitoring and treatment for both family law and criminal Court cases. Dr. Singer is currently licensed, in good standing, in the states of Washington, Oregon and New Mexico.

Dr. Singer received a rarely awarded Washington State Governor's Award for Outstanding Volunteer Community Service. He has held faculty professorships on both undergraduate and graduate school levels at the University of Puget Sound and City University in Seattle. He was awarded a Graduate School teaching appointment at Oregon State University. He presently is an Honorary Instructor for Walden University.

He is author of a well-regarded and referenced research study on counseling styles and outcomes. His experience as therapist, teacher, coach and business developer has afforded him insight into a broad range of life experience which he passionately shares with others.
